The license fee of KBS has been capped at 2,500 won (about 2.30 USD) for over thirty years, rendering the financial structure of KBS heavily dependent upon commercial revenues. If the license fee is raised to 4,000 won (about 3.70 USD), the proportion of commercial income can be reduced from 40% to 22%, providing a healthier basis for KBS to serve audience as a public broadcaster. KBS announced 10 pledges to fortify its public roles, including its commitmenttoward universal broadcasting service and leading the development of the broadcasting culture of Korea.
